The Council includes tenured professors, university researchers, and contract professors from the National Health Service facilities within the training network, as well as representatives of the medical residents.

Functions
The Council performs the following duties:
- Educational Planning: Schedule of teaching and training activities, including rotations within the training network and the specific activities required for admission to the annual proficiency exam.
- Leadership: Elects the Head of the Residency Program.
- Tutorship: Appoints Tutors responsible for guidance, qualitative learning assessment, and certification of the resident's acquired skills. It may also appoint tutors to monitor practical activities and designate a coordinator to act as a liaison for these activities.
- Teaching Assignments: Proposes teaching assignments for the different disciplines
- Didactic Commission: May establish a specific Didactic Commission to define training paths, rotation requirements, and indicators for evaluating educational quality and continuity.
- Monitoring: Establishes methods for recording and certifying resident activities, particularly practical activities, as per current regulations.
- External Agreements: Deliberates on proposed agreements with external facilities to establish or update the training network or for internships/traineeships outside the network.
